The European Emissions Trading Scheme is largely based on the Kyoto Protocol, valid from 2005 to 2012. By now, plant operators of all 27 EU member states are participating in the European Union Emissions Trading Scheme (ETS). The scheme includes all types of plants of the energy and energy-intensive industries. Since the international negotiations regarding a global follow-up were complex in the past years, the European Union (EU) secured the ETS as an international framework for climate protection together with a number of partner countries at the Climate Conference in Durban 2011. The second commitment period of the Kyoto Protocol runs from 2013 to 2020. Subsequently, an agreement that is equally binding for all countries shall come into force.
